When can I transplant tomatoes outside?

Transplant tomatoes outside after the conservative last-frost bound (9-of-10 years past last 28°F frost) AND when soil temperature stays above 60°F. Harden off seedlings for 7-10 days before transplant — gradually expose to outdoor conditions to prevent transplant shock.
